DISMAL PERFORMANCE OF 15TH LOK SABHA – Vote for India report – 2009-10
Our representatives are well known for making interuptions in affairs of house which bringssituation of adjourning. 14207 times Lok Sabha has been interrupted by the members and 102 times it had to adjourn. Members have shown their disagreement and make noise majorly during Women Reservation Bill, IPL issue and Price Hike.
The Vote for India, Mass for Awareness has released an illustrating report on the performance of 15th Lok Sabha 2009-2010 with title Representative at work.
The report has 10 chapters that deal with ten major works of Lok Sabha. First part deals with Attendance of the members where major finding is that only 7 MPs have 100% attendance in current Lok Sabha session. Out of these six MPs are from congress party. 100 MPs have 90% attendance. If we look at state wise data, Manipur has scored first position in attending maximum sessions of parliament.
Second part of report is concentrated on “Question Hour”. Though normally people raise fingers on MPs for showing less interest in asking questions in house but report says that 27 members have asked more than 200 questions and 100 members have asked more than 100 questions. Members from Maharashtra have scored first position in asking questions in Question Hour. On the other hand 100 members including Former Prime Minister H. D. Deve gowda have not even shown interest to ask a single question.
Next part of report talks about “Debate” in house where record of members can not be considered well because only 77% members have average performance in participating debate within the house. Only 14% representatives could perform well in debating. 50% members have not even participated on any debate.
Report further says that unfortunately 93% members have not shown any interest in such a powerful tool of Private Member’s Bill. Shri Jai Prakash Agarwal of Congress Party have brought 11 bills and scored first position among all members.

Samajwadi Party MPs including party leader Shri Mulayam Singh Yadav, Shri Sailendra Singh and other have played leading role in making interruption in the house.
The report also focused on the incidents when members reach on the floor again and again. Most of such incidents were during debate on Women Reservation Bill and IPL issue. Report also talks about the often Walk Out by the members to show their disagreement and protest. Samajwadi Party MPs again scored top position in walking out from the house.
Next part of report talks about utilization of MPLAD fund. Though MPs are demanding to increase the amount of MPLAD fund but important finding came in report that more than half of the representatives have not even utilized this fund properly. Very few have released this full amount of fund for the development in their respective constituencies. If look at state wise data, Mizoram has scored first position on proper utilization of MPLAD fund
Under the provisions of Special Mention, half of the members have used it and most of them are from opposition. It was noticed that representative have played mixed role in Govt Bill issue. Representative at work, which is edited by Cartoonist Neeraj Gupta and research work done by Ms. Namita, is an effective tool to make voter aware about the performance of representatives chosen by them.
